PPA - Mesa 18.1.1 is Now Available to Install on Ubuntu 18.04 LTS - OMG! Ubuntu! The link from "gm10" is a good link to read. Updating the video and or Mesa drivers may not help with your video resolution issue. The Ubuntu 18.04 which Linux Mint 19.x is based on is providing fairly current video drivers and Mesa drivers. There are a couple of graphics driver PPA's that can provide very current drivers for most video cards including Intel. Intel HD is an Integrated Graphics Card series. Intel Axes its Linux Graphics Update Tool - OMG! Ubuntu! The Intel HD, UHD, and Iris are simply three different series of Integrated Graphics based on their performance. There was, however, an Intel video driver update option, but it is a little tricky to install it and they are discontinuing it. The default video drivers usually work very well in Linux Mint. If you run " inxi -Fxzd" from the console terminal prompt, highlight the results, copy and paste them back here, that should provide enough information.
